Tulsa Man Charged With Manslaughter Makes Police's Most Wanted List

Tulsa Police hope someone knows the location of Brandon Phillips.

He is charged with First Degree Manslaughter and Possession of a Firearm in connection with a fatal shooting on New Year's Day.

Tulsa Police believe Phillips shot Michael Hooks outside an apartment at 11th and Yale just two hours into 2012.

Hooks died the next day.
