Second Victory Christian Sex Abuse Suspect Surrenders To Tulsa Police

Israel Castillo, 23, is charged with lewd or indecent proposal to a child and use of a computer to facilitate a sex crime.

Tulsa Police told News On 6 the second Victory Christian Center employee charged with sex abuse turned himself in to police on Thursday morning.

Israel Castillo, 23, is charged with lewd or indecent proposal to a child and use of a computer to facilitate a sex crime.

Castillo and Chris Denman, 19, who was arrested on rape and molestation charges two weeks ago, did janitorial work on the Victory Christian campus. 

Denman pleaded not guilty at a court appearance last week.

The scandal stems from allegations of a 13-year-old girl who said she was raped by a man who worked at Victory. According to police, the girl told school employees about the rape, but they were determined to have waited two weeks to report the claim.

Denman's arrest sparked an investigation into the ministry's handling of the allegations. Charges also were filed Monday against employees of Victory Christian, for the delay in reporting the abuse allegations to parents or police.

Charica Dene Daugherty, 27; John Samuel Daugherty, 28' Anna George, 24; Harold F. Sullivan, 73;and Paul Wilemstein, 33, were all charged with misdemeanor failure to report child abuse and were suspended by Victory Christian.
