Bond Set At $3M For Man Arrested In Moore Murder

Richard Scudder, 24, remains behind bars at the Cleveland County Detention Center.

His bond has been set at $3 million, and court papers released today show why the district attorney is filing a felony charge of first-degree murder.

Scudder went before a judge on Thursday to face the accusations against him.

He's charged with shooting and killing 21-year-old Eric Monroe just after midnight Wednesday, along a residential street in Moore.

When police arrived, they found Monroe dead on the street with a gunshot wound to the head and several more to the body.

The two listed each other as friends on Facebook.

According to court records, Scudder told police that he and Monroe "had an argument," and Monroe "threatened to kill him."

So, he went back to his house to retrieve a 9 millimeter pistol to confront him.

Scudder told police he was "angry" and "pointed the loaded pistol at Monroe's head" and "threatened him several times."

Court papers state he then admitted to police that he "deliberately shot Monroe several times in the chest."

In fact, when police started asking witnesses at the scene who the shooter was, Scudder raised his hand and stated point blank, "Right here."

No one with the Monroe family cared to comment at this time.

Monroe's funeral has been set for Saturday in Purcell. He will then be buried in nearby Wanette.

Monroe's obituary states he was a graduate of Norman North High School and had recently became a counselor at St. Anthony Hospital.

According to his Facebook page, Scudder also worked at St. Anthony Hospital as a Mental Health Tech.

We asked why Scudder was not being held without bond in this case, and we were told by the district attorney that Cleveland County judges are unwilling to hold people without bond, even for murder.

Cleveland County District Attorney Greg Mashburn released this statement to News 9:

"We wanted a significant bond to ensure that he remained in custody. Fortunately the Judge agreed with us and set the bond at $3 million dollars."
