Federal Indictment Charges 9 With Trafficking Meth, Heroin From Mexico To Oklahoma

An investigation by the U.S. Department of Homeland Security led to numerous drug trafficking charges against nine individuals, describing a multi-state operation from Mexico to Oklahoma. 

An indictment unsealed Tuesday in the U.S. Western District Court of Oklahoma alleges Cesar and Jose Fonseca-Echavarria orchestrated the transportation of meth, heroin and fentanyl in and around the state. 

A spokesperson for DHS said the department does not comment on open investigations. 

Cesar and Jose, who are brothers, each face more than 60 charges between them, including transporting illegal drugs, money laundering, and possession of firearms for the purpose of drug trafficking. 

The operation transported “bulk quantities of methamphetamine and other drugs into the Oklahoma City area,” according to the indictment, in coordination with “individuals in Mexico who control the source of supply.” 

Wiretaps and controlled purchases were used throughout the multi-year investigation. The indictment includes detailed purchases of the drugs, facilitated by undercover agents and cooperating defendants, in various locations from March 2020 to January 2021. 

Juan Cervantes-Ontiveros allegedly lived in a home on Independence Ave. in southwest Oklahoma City, where drugs were stored. 

Jerome Campbell, according to the indictment, lived in the Tulsa area and was a “significant customer” of meth and heroin. 

Osvaldo Calvillo-Oropeza and Felix Campa-Rios both assisted with deliveries of the drugs, according to the indictment. 

Calista Clark, Dean Mack, and Javion Wisby are alleged customers of the operation. 

“We believe that Mr. Mack was not part of (the drug trafficking operation), but he was in a vehicle where some drugs and a gun were found,” said Jay Husbands, an attorney for Mack. 

Attorneys for Wisby and Cervantes-Ontiveros declined to comment Wednesday. 

Cesar and Jose Fonseca-Echavarria are not yet in custody, according to court records.
