A Broken Arrow man is in an Ohio jail, waiting to be returned to Oklahoma to face charges of raping a 10-year-old girl.
An affidavit says Kevin Norvell sexually abused the girl for three years, ending only when she gave birth to his child.
Records show the victim in this case told a classmate what was happening to her in the spring of 2017. That friend told the school and the school called DHS. However, the girl told police she got scared and told the DHS worker that nothing happened, so the case went nowhere and, right after that, she was pulled out of public school. Just six months later, at age 12, she became pregnant. She gave birth just a few weeks ago, just after her 13th birthday.
U.S. Marshals captured Norvell in Butler County, Ohio, on a warrant of rape and child sexual abuse. They say they found him hiding in an attic.
“He had parked his car around the back and put a tarp on it, so he tried to conceal it,” said Officer James Koch from Broken Arrow Police Department.
Records show Norvell has a previous conviction in Ohio in 1995 for attempted rape of a child. Norvell spent a couple of years in prison, was ordered to go to sex offender treatment, and was required to register until 2011.
Police say they were notified about this current, local case on August 17th, when the victim gave birth to a little boy and someone told hospital staff that they suspected Norvell was the father.
They say the victim told them Norvell had been having sex with her since she was 10 years old.
Police say DNA testing confirmed the child was his.
“Very concerning and we do everything we can to get all the facts,” said Koch, “but cases like this one, specifically, are not very common.”
Police say when they questioned Norvell, he denied having any type of illegal contact with the girl. They are waiting for him to be extradited to Oklahoma, where he will face charges.
