TULSA, OK -- Police have arrested a man accused of indecent exposure at a Tulsa Wal-Mart.
Officers say 23-year-old Phillip Moore was following children around the store and then exposed himself to them. The incident was caught on the store's surveillance tape.
Police say it was the second time in five weeks Moore has done it in the same store.
Police say the indecent exposure Tuesday and the one Feb. 12 happened about 4 p.m. and involved girls under the age of 10.
In the first one, the girl's mother saw him and reported it to security. On Tuesday, security spotted him and held him for police.
Detectives say it is the type of crime that is drastically under-reported.
"They consider it more of a nuisance than they do a crime," Sgt. Gary Stansill said. "That's the perception. They don't want to have to bother with it, wasn't hurt, consequently, not going to mess with it. But they are serious offenses and need to be looked into and investigated."
Police believe Moore has done this even more times, so they're asking parents to come forward if they saw him do something similar before.
Police say it's important to call police on these cases because many sex offenders who start with these types of crimes move on to more serious crimes.
Moore was booked into the Tulsa jail on complaints of indecent exposure and lewd molestation. His bond was set at $100,000.
