A Tulsa man was charged with child neglect Tuesday after police found his 2-year-old daughter severely malnourished, weighing only nine pounds.

Police responded to a home at 1203 West 2nd Street on July 31, when someone reported that the girl was locked inside the home by herself.

According to the arrest report, officers looked in the window and found Raymond Garner Wofford, 30, passed out on the couch inside the house. They yelled and got no response, but they could hear a child screaming from a side bedroom.

A witness told the officers she had a 3-year-old that belonged to that residence, as well.

When they entered the home, they said the man smelled strongly of alcohol.

Police said they found the 2-year-old in the bedroom, looking very frail and thin.

A child crisis detective said the girl weighed only nine pounds when she was found.

Both children were transferred to a Tulsa area hospital, the 2-year-old girl being in critical condition. A doctor told police she had Scoliosis and malnutrition.

The children were taken into protective custody and Wofford was taken to a hospital to be checked out before being arrested and booked into jail on a $101,000 bond.

At the hospital, police said Wofford spat on an officer.

Wofford was charged Tuesday with two counts of child neglect and one count of throwing human waste on a police officer.

He'll appear in Tulsa County District court on September 5.
