A Tulsa County judge says a petition asking for a grand jury investigation into allegations of criminal activity by Owasso city officials is "sufficient to warrant further proceedings."

Judge William Kellough signed the order Monday, allowing petitioners to begin collecting signatures.

The petition, filed July 25, 2013, requested a grand jury investigate a number of allegations of illegal activity by former city manager Rodney Ray and others. They include:

  • Destruction of public records
  • Destruction of evidence
  • Open Meeting Act violations
  • Bribery of a public official
  • Conspiracy to bribe a public official
  • Operation of a racketeer influenced corrupt organization
  • Acquisition of an interest of a racketeer influenced corrupt organization
  • Election law violations

Petition backers now have 45 days to collect 5,000 signatures from registered Tulsa County voters.

Ray resigned in June following his arrest on a complaint of writing bogus check and filing a false police report.
