In the letter, Brad Brown said he now understands why there has been so much turnover in just three years.
Brown wrote in the letter that the best thing for the next city manager would be for Mayor K.P. Westmoreland to “remove himself from the ‘daily administration operation’ of the city, especially involving personnel, and focus on the duties allowed under the Council-Manager form of government.”
In December of 2019, News 9 reported Bethany was dealing with a budget shortfall of more than $4 million dollars. That’s when Mayor Westmoreland called for a state audit, but he said he didn’t believe criminal activity was involved.
“I think it could of been a thousand different things,” said the Mayor. “Because there are a lot of moving parts in running a city and a municipality and the challenges that municipality’s in the state of Oklahoma face.”
According to his resignation letter, Brown believes Bethany is now “stabilized” and the framework has been set to move the city forward. Although, he adds city council members have a lot of hard work ahead of them.
