Governor Henry's campus security task force said safety improvements in Oklahoma colleges and universities will cost an estimated $16 million.
The Campus Life and Safety and Security Task Force said the money could come from a variety of sources, including federal grants, and would be used to develop safety plans at each school.
"We also recommend the establishment of on-going professional training for our staff, for our faculty, and for our rapid responders in the area of rapid response, preparedness and awareness," said Glen Johnson, chancellor of Oklahoma State Regents for Higher Education.
The campus safety task force was created in the wake of last year's deadly shootings at Virginia Polytechnic Institute. The group will continue meeting to make sure recommendations are followed.
