Wagoner County Sheriff Chris Elliott says Charles Frakes was babysitting the four-year-old girl and another child.
Elliott says afterward, the four-year-old told a family member Frakes had touched her inappropriately. Deputies arrested Charles Frakes after a family member of the girl called the Sheriff's Office. The Sheriff says when investigators interviewed Frakes, he admitted to molesting the girl.
“This is not an atypical case where somebody, a pedophile, because Mr. Frakes, we can't find anywhere that he has a record of this. We are not real sure why he did it," said Wagoner County Sheriff Chris Elliott
Sheriff Elliott says all cases are important but he and his deputies take this one personally.
“When we get up every morning and pin on a badge, we go out and try to protect the people that are unable to protect their self. And obviously, a 4-year-old is not able to protect their self," he said.
Elliott says the arrest happened quickly because the accusation was reported so fast.
"It's a bad deal. But there's people out there in the world that sometimes do things like that as that's what we are here for is to make sure this four-year-old, somebody defends her and she gets justice for being victimized like she was," said Elliot.
Investigators say Frakes apologized and told them this was the only time this has ever happened.
"He did appear to be remorseful in the interview. It doesn't make any difference. A molestation is a molestation, regardless of what your intentions are and we are going to prosecute him to the fullest extent of the law," said Elliot.
The Sheriff says investigators are now looking into whether there may be other victims.
