Tulsa Police Identify Man Shot At Whataburger

<p>No charges are being filed against a man accused of a deadly shooting outside the Whataburger near 15th and Peoria. Detectives say after reviewing surveillance video and speaking with witnesses they believe the shooting victim was the aggressor in this situation.</p>
