OKLAHOMA CITY -- Animal advocates are breathing a sigh of relief. What's been dubbed the Black Market Breeders bill easily passed the house late Wednesday night.

The bill will create a commission that regulates breeders who own eleven or more female dogs.
It still has to be signed by the governor before it becomes law.

The bill was introduced by State Senator Patrick Anderson. Its purpose is stop puppy mills in the state of Oklahoma.
