On Thursday, the Oklahoma County District Attorney's office filed a First-Degree Murder charge filed against a felon.
Richard Leon Garrett, 34, is accused of shooting and killing Billy Edwards Jr., 39, outside a northwest Oklahoma City apartment complex back in August.
Garrett is no stranger to the Oklahoma County jail or the Department of Corrections. He has served time for concealing stolen property, Second-Degree Burglary, and multiple drug related charges.
Garrett is currently being held without bond in the Oklahoma County jail.
Court records show Edwards was found in the parking lot of the Arbor Glen Apartments near NW 19th and Meridian Ave. on Aug. 21. He had been shot multiple times.
According to the affidavit, witnesses told investigators that they woke up to someone arguing in the parking lot and then hearing someone say "No Richie No" and then hearing the gunshots.
Court papers state Edward's girlfriend told police he had been talking to someone named "Richie III" and turned the phone with his number over to police. That's how police were able to track the number down to Garrett. Detectives mapped the cell tower information and found Garrett's phone was in the area of the murder at the time of the crime.
