Emergency crews have recovered the body of a drowning victim Thursday morning at Lake Lugert-Altus in Kiowa County.
According to the Oklahoma Highway Patrol, at about 6:15 p.m. on Tuesday, troopers responded to the report of a missing person at Lake Lugert-Altus.

A witness reported seeing the victim, later identified of 39-year-old Kerry Carter of Blair, swim towards a swim toy. Carter reportedly turned to swim to shore into the wind, and the witness said he was struggling.
The witness told troopers that Carter submerged and never re-surfaced.
At about 7:20 a.m. Thursday, the OHP Marine Enforcement Division and the OHP dive team recovered the victim in 10-foot water. He was pronounced dead at the scene by the Medical Examiner.
