Multiple Arrests Made In Muskogee County Drug Conspiracy Case

United States Attorney Brian J. Kuester announced the indictment and arrest of multiple individuals on Wednesday.

Kuester said that 26 people of 29 in a suspected drug trafficking organization have been arrested indicted for drug conspiracy, most of which was being operated behind the walls of one of Oklahoma's maximum-security prisons.

At the top of this indictment is Enrique Pacheco, Kuester says was using a contraband phone to take orders, and direct the movement and delivery of the drugs--including meth, heroin, and cocaine.

Pacheco was already serving life without parole at the Oklahoma State Penitentiary in McAlester. He's been there since he was convicted of first-degree murder in 2010. Kuester says the drug trafficking organization was strongly tied to Muskogee County but was also operating out of Mexico, Tulsa, and Oklahoma City.

"The DEA led the investigation which began in the Muskogee area, but the conspiracy and the conspirators had connections well beyond Muskogee," said Kuester 

Multiple agencies involved include DEA, Muskogee police, Muskogee county sheriff’s office, FBI, OBN, DOC, OHP. The investigation is ongoing and will continue even after the 29th arrest.

"This seems to be a problem not only in Oklahoma, but across the country,” Kuester said. “So, surprised? No, I don't think that would be a good word to use."


"Today's arrests should serve as a reminder to those who prey on our communities,” FBI Special Agent Doug Cook said. “Your criminal activity will not be tolerated."

In total the United States Attorney’s Office for the Eastern District of Oklahoma announced that Enrique Pacheco, age 30, of McAlester; Liliana Alvarez Soto, age 22, of Oklahoma City; Leroy Carl Fox, age 40, of McAlester; Matthew Scott Scraper, age 37, of McAlester; Alyssa Mae Syvongsa, age 19, of Tulsa; Shiana Nicole Johnson, age 24, of Ada; Feather Cheyenne Pacheco, age 23, of Tahlequah; Marc Anthony Cox, age 43, of Fort Gibson; Krystal Sue-Ann Mayen, age 30, of Oklahoma City; Kendall Brent Smith, age 50, of Okmulgee; Michael Sean Gunn, age 30, of Alma, Arkansas; Magdalena B. Mallard, age 34, of Fort Smith, Arkansas; Wesley Michael Rollins, age 31, of Tulsa; Jamie Denise McDonald, age 30, of Tulsa; Kami Rai Gill, age 32, of Del City; Joel David Kazmierczak, age 46, of Broken Arrow; Alexandra Tristian Giemausaddle, age 31, of Anadarko; Trina Kay Rose, age 48, of Ada; Cheyenne Grace Alexus Tiger, age 22, of Oklahoma City; and Tina Marshall Stilwell, age 30, of Fort Gibson, were each indicted for Drug Conspiracy.
