Tropical Storm Dorian Could Be Hurricane As It Nears Puerto Rico, Forecasters Say

<p>The U.S. National Hurricane Center on Tuesday had tropical storm warnings in effect for Martinique, St. Lucia and St. Vincent and the Grenadines. Tropical storm watches were in force for Dominica, Grenada, Saba and St. Eustatius and Puerto Rico.</p>
