Police said the suspect, identified as 29-year-old Edward Madden, first pointed a gun at a stranger and then chased the stranger through a Tulsa apartment complex.
A contractor was working at the Savanna Landing Apartment complex when Madden walked up to him and put a gun in his face.
"He went right up to the painter and basically pointed a gun at him, and the painter, the contractor, took off running," Tulsa Police Department Capt. Richard Meulenberg said.
The contractor ran away from Madden, but he caught up to him and again pointed the gun in his face. The contractor was able to run away a second time and found a police officer.
Several officers responded to the apartment complex where they say they found Madden with a gun.
Meulenberg said officers told him to put the gun down, but Madden refused and began firing at officers. Officers returned fire.
"We did strike him once in the hip,” Meulenberg said. “He's in stable condition. He's fine at a local hospital getting checked out. None of officers were injured. However, a civilian was struck by a ricochet in the arm by the suspect’s weapon.”
Meulenberg said Madden did not live at the apartment complex and didn't know the contractor.
Police are working to figure out why Madden did this.
"Someone is out there just doing their job, working on a Sunday trying to make a living, and out of the blue, for no reason whatsoever, someone is sticking a gun in your face,” Meulenberg said. “That would be alarming for anybody.”
Madden is being treated at a hospital. Once he is released, police said he will be booked into jail on complaints of shooting with intent to kill and assault with a deadly weapon.
