Charges dropped against OKC Police officer accused of kidnapping, rape

An Oklahoma City Police officer accused of kidnapping and rape has had the charges against him dismissed, according to court records.

Charges filed against an Oklahoma City Police officer accused of kidnapping and rape have been dismissed, court records show.

Officer Ryan Stark was accused in 2024 of taking a woman in his police vehicle to his home, before allegedly taking her phone and abusing her.

The victim said Stark sexually assaulted her, and Stark was later arrested in Blanchard.

Stark was charged with five felonies, including kidnapping, battery by strangulation and first-degree rape.

However, according to the the McClain County District Attorney's office, those charges have since been dropped

District Attorney Greg Mashburn says the victim decided not to cooperate in the case, and his office cannot meet the burden required to go to trial without her participation.

As of the latest information, Stark is still placed on leave with the Oklahoma City Police Department.
