As part of the Federal government's Pathways to Removing Obstacles in Housing Program, the city of Norman received $1 million in federal funds to meet long-term affordable housing needs.
The Norman City Council approved to pitch in an additional $200,000 to improve development even further.
What The Money Is Going Towards
The allotted $1.2 million will cover the costs of four city projects. The projects cover zoning rewrites, an affordable housing action plan, parking studies, and a book of pre-approved permit plans available at little to no cost for residents.
Norman's planning manager, Lora Hogatt, said she believes the city's codes are very old, and that rewrites will allow for more attainable housing options.
Meeting The Need
Norman's population is growing, but Hogatt said the local housing supply is not meeting the demand, which is why the city believes this federal funding will go a long way for residents.
In a study done by the City of Norman, it predicts over 23,000 more housing units will be needed by 2045.
"We're hoping when you increase supply more, it brings prices down," Hoggatt said. "This would allow for builders and owners to not have to go through as many processes to save time and money."
Saving Residents Money
With the four new projects, especially the books of permits, the City of Norman says it wants to keep thousands of dollars in residents' pockets.
"With the preapproved building permit, that can save thousands of dollars for a homeowner to not have to work with a design professional so they can come in with resources ready," Hogatt said.
Timing of Projects
The city of Norman formed a preliminary plan and hopes to wrap up in 2028.
