A federal judge ruled the civil rights lawsuit against former sheriff Stanley Glanz and the Tulsa County Jail can proceed.

Elliot Williams died in 2011. His family said he was left on the floor of his jail cell with a broken neck.

The judge denied the County's request to throw the lawsuit out and said the County knew the jail medical care had failed in three previous audits.

The judge also said the actions of the jail staff showed a "unit-wide attitude of inhumanity and indifference."

Right now, the county faces 12 similar suits.
