The Moore Police Department (MPD) released body camera footage, dash camera video, and 911 calls related to the deadly officer-involved shooting of a 19-year-old man on March 20.
Incident Details
The shooting occurred around 8:30 p.m. on March 20, when officers responded to reports of a stabbing at a home near NW 3rd and N. Butler Ave. According to the Moore Police Department, two victims were stabbed inside the residence.
When officers arrived, they reported hearing someone yelling inside the home and noticed blood on the front porch. As they approached, body cam video shows 19-year-old James Alexander Collier, also known as Andrew, walking out of the house holding a large machete, described by police as approximately three feet in length.
Officers immediately began asking Collier to drop the weapon. Instead, Collier could be seen walking toward them with the machete still in hand. Police say they gave at least 20 commands, but Collier did not comply. Two officers fired their weapons, hitting him at least once in the upper body.
911 Calls Reveal Chaotic Scene
The newly released 911 calls provide further insight into the moments leading up to the shooting.
In one call, Collier’s mother frantically reported that her son had “freaked out and started stabbing” his grandmother.
Dispatcher: “Is he still inside the house?”
Mother: “Yes, I locked myself in the bedroom. He’s in the house, but I don’t know where he is.”
A separate 911 call from a neighbor described two victims of the attack.
“My neighbor just came across the street, and they’ve both been stabbed,” the caller reported.
Body Cam Footage Shows Rapid Escalation
The body and dash camera footage, also released by police, captures officers parking their patrol cars a few houses away before approaching the house. The officers made contact within 30 seconds, issuing commands from the moment Collier exited the house.
Police say the body camera provides the officers’ perspective as Collier approached them with a machete, refusing to drop the weapon. Dash camera footage shows the distance between the officers and the suspect when they are armed with their duty weapons.
Emergency Response and Investigation
Collier received immediate medical aid from officers until emergency responders arrived, according to the MPD. He and the two stabbing victims, including a family member —were transported to a hospital. The victims are expected to recover, but Collier did not survive his injuries.
No officers were injured in the incident. Three officers are on routine administrative assignment.
Captain David Seay said the investigation is ongoing, and more information will be released as it becomes available.
The case has been presented to the Cleveland County District Attorney’s Office for review. MPD announced it will conduct a criminal investigation and an internal administrative review of the incident.
